We’re a Service Disabled Veteran Owned Small Business specializing in National disaster recovery consulting and outsourcing company with more than 20 years of contract history and experience with FEMA as well as multiple other Federal and state emergency agencies.
All of our temporary housing structures are highly efficient, Energy Star compliant, ruggedized units built to withstand high winds, heavy snow loads and extreme thermal zone conditions as well as high humidity environments.
Our specialty structures can be equipped with all electric or gas appliances and HVAC. High efficiency gas equipped units may qualify for Federal tax incentives and rebates from local utility companies.
All temporary housing units are manufactured using proprietary methods and materials to achieve CARB II compliance certification. All materials used in the construction of the units are best in class both inside and out. In doing so, our customers receive a unit that has a long useful life span that provides maximum return on investment. It’s this attention to detail and dedication to quality that makes our structures the envy of our industry.

Charles “Mike” Ferrall, President & CEO (USN retired) – Mike enlisted and volunteered for the submarines service following his graduation from Southwest Miami High at 16. Upon turning 17 he entered the Navy and served on multiple submarines in both capacities as enlisted for 16 years and holding a commission for approximately 6 years. Mike left then Navy and submarine service following 22.5 distinguished years serving his beloved country. Mike was hired by a multiple chain RV Store to obtain FEMA contracts where he promptly developed a sales program for the sale of travel trailers to the insurance industry at reduced pricing with a first-in-kind buyback program. Shortly thereafter Mike went on to form and incorporated his own company, Temporary Disaster Shelters, Inc. (TDS). In 1994 TDS provided their first service for FEMA during the Atlanta Summer Olympics in 1996. In 1998 Mike formed a new division providing mobile command post vehicles for several state and county governments. This new division also manufactured several catastrophe response vehicles for the insurance industry which are all still in use today. Over the last 25 years Mike and his team have provided over 11,400 various types of Temporary Housing Units (THU) trailers including travel trailers, park models and manufactured homes. Mike resides in Merritt Island Florida, has three adult daughters and his wife of 47 years (Sharon) of Mystic CT.
Sharon Ferrall – VP & Secretary of the Corporation – Among many other responsibilities, Sharon is responsible for ensuring that the records, or minutes of the Board’s actions during a Board meeting, reflect the proper exercise of those fiduciary duties. She’s also very skilled in collecting and organizing data for highly complex RFP’s.
Maria Ferrall - Administration Manager - Maria plays a central role in ensuring the smooth and efficient operation of the company's administrative functions. With her exceptional organizational abilities, keen attention to detail, and a deep commitment to creating a productive work environment, Maria has established herself as an invaluable asset to TDS. Her leadership in managing administrative staff, streamlining processes, and enhancing office operations has led to increased productivity and a well-organized workplace. Maria's dedication to supporting the administrative needs of the company and her ability to handle complex tasks with ease have significantly contributed to TDS' success in maintaining a strong and efficient administrative foundation.
Marlene Kiser - Comptroller - Marlene Kiser is a seasoned Comptroller with a rich background in bookkeeping, payroll, and a range of related financial operations. With a keen eye for detail and a deep commitment to financial accuracy, she has consistently excelled in maintaining organized financial records, ensuring timely and accurate payroll processing, and optimizing financial processes for organizations. Marlene's expertise has been instrumental in helping businesses navigate complex financial regulations, improve efficiency, and establish sound financial foundations. Her track record is a testament to her dedication to financial excellence and her unwavering commitment to the success of the organizations she serves.
Stacey Bernier – Logistics Management – Stacey oversees the logistic needs of TDS and advises the executive management on all matters concerning logistics support and functions. Stacey is an expert in Supply Chain processes and practices. Stacey is experienced in all aspects of supply operations, materials management, purchasing, production planning, inventory management, new product development, logistics, applied business systems and integrated business process management.
Carson Bernier - Quality Control - Caron Bernier is a highly accomplished Quality Control (QC) Manager at TDS, recognized for his unwavering commitment to maintaining the highest standards of quality in the organization's operations. With a meticulous eye for detail and a strong focus on process improvement, Caron has consistently led TDS in delivering products and services of exceptional quality to its customers. His comprehensive knowledge of quality control methodologies and her dedication to rigorous testing and compliance have not only ensured the excellence of TDS' offerings but also enhanced the overall efficiency and reliability of its processes. Caron's leadership in quality management is an integral part of TDS' continued success in delivering top-tier products and services.
Jimmy Hite – Plant Manager – Jimmy is a disabled American Veteran. He served in the United States Navy Submarine service. Jim has worked in the park model and RV industry since 1983. He started working for his family owned business as a production line worker learning all aspects of the business. He has extensive experience in production, management, sales and design of park models, RV’s and manufactured homes. Jim has designed and built homes for export to Japan and designed and built collapsible container homes for export to China. He has overseen the production of well over 10,000 homes.
Nancy Bonomo – Contract Specialist & Consultant – Nancy is native of Florida growing up in Broward County. She is a true Floridian. Nancy comes to us with 35 years of experience with Florida Department of Transportation. She held her final position as a Project Manger in the Modal Development Office where she managed a multitude of projects between FDOT and the railroads, seaports and airports within the southeast area of Florida. Before retiring from FDOT Nancy pursued and received her State of Florida General Contractor’s license and her Florida Manufactured Home Installer’s license. Most recently she also became a Realtor focusing on the west coast of Florida. Nancy also has managerial experience as the Office Administrator for a FEMA Contractor assigned to the Mouse River Flood in Minot, North Dakota.
Janine Buckmaster – Setup and Installation Manager – Janine Buckmaster has over 15 years experience as Project Manager for FEMA hurricane disasters and debris missions including hurricanes Katrina, Rita, Ike and Irma. She has true passion for helping and caring for disaster survivors as if they were her own family. Janine manages all aspects of the housing missions starting with mobilization of FEMA Trailers to staging areas followed by intake inspections before trailers are delivered to group and residential sites along with dispatching of crews and setups of trailers start to finish. Janine also oversees the monthly maintenance program until which time the trailers will be removed for deactivation. Janine worked the BP oil spill in 2010 as a safety manager monitoring safety concerns and assured all work areas were in compliance with OSHA regulations. Janine has successfully achieved many skills during her years on FEMA projects to name a few. Some of Janine’s key achievements are receiving The Katy TX Angel of the year award from the Krause Children’s Home, Big Brothers, Big Sisters, Shriners foundation, numerous cancer walks and blood drives, Katy TX ISD award for continuing donations throughout numerous school districts. Rob Follis – Sr. Project Manager – Robert Follis has over twenty years industry experience as a Project Manager, including expanded roles as Contract, Operations and Program Manager. He has been very successful in managing multiple missions in multiple states, both simultaneously and consecutively. Robert has been a successful Operations/Project Manager on multiple FEMA and state housing missions, FEMA THU manufacturing and warranty, man camp installation, restaurant conversions and has had several private business ownerships. He has been able to adapt from mastering the processes of bidding to planning, deployment, contract execution and close out. He has excelled in turnkey operations and shown great success, regardless of which stage the project or mission may have been advanced to upon his entry. The total value for those above-mentioned projects combined were reported to be over $431,500,000. Robert has extensive knowledge of various manufactured and conventional housing options and guidelines. He has formerly held licensing in several states to install Manufactured Housing and to update existing foundation systems on manufactured and conventional homes in seven states. He was also present for testing and played a major role in developing installation instructions for Oliver Technologies, one of the leading manufacturers of Manufactured Home setup materials.
